Allow lgf file without Arc maps (#382)

A single '-' character in the @arcs sectio header indicates that
there is no arc map.

 SET(PROJECT_NAME "@PACKAGE_NAME@")

 SET(PROJECT_VERSION "@PACKAGE_VERSION@" CACHE STRING "LEMON version string.")
