Here is a modest attempt to implement this latter approach:

The idea is that people would clone this repo and use it as a base of
their own projects. Then, they can publish their repo on their own
website, and we would also set up a public hgwebdir where we would
collect the interesting contrib projects. We can do this and the
consecutive updates manually at the beginning.

Any comment?
