[Lemon-user] vcpkg inclusion and version 1.4.0

Recently (like yesterday), liblemon (as they've baptised it) was added to
vcpkg <https://github.com/Microsoft/vcpkg> (the new Microsoft open-source
package manager). That is obviously good news, but (you knew that was
coming, the but), they have included for the moment the official 1.3.1.
(which I understand from their perspective), which as you are more than
aware of, lacks some important bug-fixes, that are in all trunk.

I would like to ask you to either release trunk as 1.4.0. or release trunk
as 1.3.2., i.e. put up http://lemon.cs.elte.hu/pub/sources/lemon-1.3.2.zip.
Then I'll notify the guys and they can then integrate the bug-fixes.
